JOB TITLE:  Heavy Equipment Operator                                                                                

DEPARTMENT:  Road Department, White County

JOB SUMMARY:  This position is responsible for operating a variety of moderately heavy duty construction equipment.

MAJOR DUTIES:

o   Operates one or more of the following types of equipment to facilitate department work processes safely and efficiently: back hoe, motor grader, dump truck, roll packer, low boy, tractor, mower, front-end loader, trenching machine, bush hog, and other related equipment.

o   Operates a variety of handheld tools and equipment such as a chain saw, weed eater, back-pack blower, shovel, rake, limb saw, pesticide/herbicide applicator, etc.

  • Inspects equipment prior to use to ensure that it is in proper operating condition.

o   Services and makes minor repairs to equipment; operates two-way radio.

o   Performs equipment maintenance duties such as lubricating, greasing, and checking belts, hoses, air, oil, gas, and other fluids.

o   May load dump truck and haul rock, dirt, mulch, asphalt, and other materials to or from work sites.

o   Fills and repairs road shoulders and participates in ditch and drainage construction.

o   May perform public works construction, maintenance, and repair duties, including  flagging traffic, replacing road signs, installing driveways, mowing rights-of-way, cleaning and maintaining roads, ditches and drains, and pouring, spreading, and leveling asphalt, concrete, and gravel.

o   Attends department meetings and training sessions as required.

o   Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

o   Knowledge of the operations and maintenance of standard construction equipment.

o   Knowledge of the hazards of equipment operation.

o   Knowledge of department and safety rules and regulations.

o   Knowledge of county geography, including roads and rights-of-way.

o   Skill in defensive driving techniques.

o   Skill in operating various heavy and light equipment.

o   Skill in performing minor equipment repairs, adjustments, and maintenance.

o   Skill in using various hand and power tools.

o   Skill in performing road construction and maintenance duties.

SUPERVISORY CONTROLS:  The Road Maintenance Supervisor assigns work in terms of general instructions.  The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES:  Guidelines include county and department policies and procedures, safety guidelines, traffic laws, and supervisory instructions.  These guidelines are generally clear and specific but may require some interpretation in application.

COMPLEXITY:  The work consists of related duties in heavy equipment operation.  Inclement weather, equipment break downs, and heavy traffic contribute to the complexity of the work.

SCOPE AND EFFECT:  The purpose of this position is to operate heavy equipment and other construction and maintenance tasks.  Successful performance helps ensure county roads, bridges, ditches, signs, drainage systems, rights-of-way, etc. are properly maintained.

PERSONAL CONTACTS:  Contacts are typically with co-workers, county employees, inmates, and the general public.

PURPOSE OF CONTACTS:  Contacts are typically to exchange information and provide services.

PHYSICAL DEMANDS:  The work is typically performed while operating light or heavy construction equipment for extended periods of time, with intermittent standing, walking, bending, crouching, or stooping.  The employee occasionally lifts light and heavy objects, climbs ladders, and uses tools or equipment requiring a high degree of dexterity, and must be able to distinguish between shades of color.

WORK ENVIRONMENT:  The work is typically performed outdoors, where the employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, and inclement weather.  The work may require the use of protective devices such as masks, goggles, or gloves.  The incumbent must be able to distinguish between shades of color.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.
 

MINIMUM QUALIFICATIONS:

            o    Ability to read, write and perform basic mathematical calculations.

            o    Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

            o    Possession of a Commercial Driver’s License (CDL).
