Elections Supervisor

White County is seeking qualified candidates for the position of Elections Supervisor. JOB SUMMARY

This position is responsible for supervising county elections and voter registration processes.

MAJOR DUTIES

  • Directs the preparations for and administration of county elections, primaries, and voter registration functions.
  • Develops the department budget; monitors and controls expenditures to ensure budgetary compliance.
  • Provides staff support for the Board of Elections and Registration; coordinates board member training; provides support for board meetings.
  • Directs the recruitment, selection, training, assignment, and supervision of poll workers; develops and implements the poll worker pay plan.
  • Supervises and assists with all logic and accuracy testing of election equipment in compliance with state law.
  • Reviews all directives, advisories, memoranda, correspondence, and materials issued by the Secretary of State and the State Board of Elections; advises the Board of Elections and Registration and county leadership regarding compliance.
  • Establishes and maintains the department website to meet state requirements for public notices and to provide the public with election information.
  • Performs related duties.

KNOWLEDGE REQUIRED BY THE POSITION

SUPERVISORY CONTROLS

The County Manager assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.

GUIDELINES

Guidelines include federal and state constitutions, federal election laws, state election laws, State Elections Board rules, and guidelines from the US Department of Justice. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of varied management and supervisory duties. Strict regulations and timelines contribute to the complexity of the position.
  • The purpose of this position is to supervise county voter registration and election processes. Successful performance contributes to the efficiency and effectiveness of election processes and compliance with all state and federal regulations.

  • Contacts are typically with co-workers, other county employees, elected and appointed officials, representatives of state and federal governments, vendors, candidates, and the general public.
  • Contacts are typically to give or exchange information, resolve problems, motivate persons, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light and heavy objects.
  • The work is typically performed in an office. 

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over Chief Registrar, Elections Technician, and Deputy Registrar. MINIMUM QUALIFICATIONS

  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.
  • Appropriate State of Georgia Election Officials Certification required.
