Parks & Recreation Director

Prior Recreation Management Experience Required

Bachelor's Degree in Recreation Administration, Business Administration, Sports Management or relevant area is strongly preferred and considerable experience of a progressively responsible nature in the management of organized local government recreational activities is required.

JOB SUMMARY

This is a highly responsible administrative nature position involved in the planning, developing and directing of the County's Parks and Recreation facilities and programs. The Director provides supervision to a large number of full time, part-time and seasonal professional, technical, paraprofessional, skilled and semi-skilled personnel.

The work performed is at the direction of the County Manager and in accordance with the general policies of the Board of Commissioners and the Recreation and Parks Advisory Board. However, the employee must exercise independent judgment and ingenuity in accomplishing program objectives and in interpreting the needs and desires of the public.

MAJOR DUTIES

Plans and directs the Parks and Recreation activities and the use and maintenance of facilities.

Hires and manages departmental personnel; evaluates job performance and completes performance appraisals for staff supervised; and discharges employees as necessary.

Integrates the County Parks and Recreation Program with public and private recreation programs and facilities

Plans and develops County recreation facilities

Prepares federal, state and private foundation grant requests; solicits funds from civic organizations, industries and individuals

Directs and participates in public information programs to clarify understanding of and to help develop Park and Recreation Programs

Prepares the annual budget requests for the Parks and Recreation Department; controls approved budgetary expenditures

Prepares agenda for monthly Recreation and Parks Advisory Board meetings; informs the Board of departmental plans, programs, goals and objectives, problems and solutions.

Performs related duties as required

KNOWLEDGE REQUIRED BY THE POSITION

Extensive knowledge of the objectives, ideals and activities of public recreation including a thorough understanding of county Parks and Recreation Programs

Extensive knowledge of the facilities and equipment needed in a county parks and recreation program and of their maintenance

Thorough knowledge of human behavior and psychology as applied to the varied groups participating in county parks and recreation activities

Ability to instruct, organize, direct and manage subordinate staff

Ability to establish and maintain effective working relationships with governmental officials, citizen interest groups, other organizations, departmental employees and the public

Ability to interpret effectively and implement the policies of the Recreation and Parks Advisory Board

SUPERVISORY CONTROLS:  The County Manager assigns work in terms of department goals and objectives. The employee works independently in organizing work to reach goals and meet deadlines. The County Manager reviews work through observation, analysis of reports submitted and periodic conferences.

GUIDELINES:  Guidelines include county codes and resolutions, relevant state and federal laws and regulations, various sporting organizations manuals and county and department policies and procedures.  These guidelines require judgment, selection and interpretation in their application. This position works with the Board of Commissioners, Recreation and Parks Advisory Board and County manager in developing department guidelines.

COMPLEXITY:  The work consists of varied administrative and supervisory duties. The variety of duties performed and time constraints contribute to the complexity of the work. 

SCOPE AND EFFECT:  The purpose of this position is to supervise the operations of the department. Successful performance ensures the provision of quality recreation programs and leisure activities to community residents.

PERSONAL CONTACTS:  Contacts are typically with co-workers, local and state elected officials, school officials, coaches, business owners, law enforcement officials, community and professional groups and the public.

PURPOSE OF CONTACTS:  Contacts are typically to give or exchange information, resolve problems, provide services, motivate personnel and justify or defend matters.

PHYSICAL DEMANDS:  The work is primarily sedentary in nature. Physical requirements include sitting for extended periods, walking, bending, stooping and lifting books and files of approximately 35 lbs or less. Work may include extended periods viewing a computer video monitor and/or operating a keyboard. Work includes operation of a motor vehicle. Employee may be exposed to hazardous materials.

WORK ENVIRONMENT:  The work performed is typically in an office and outdoor locations with exposure to occasional inclement weather.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  This position has direct supervision over Assistant Director of Parks and Recreation (1), Athletic Director (1), Maintenance Supervisor (1), Administrative Assistant (1) and Parks Maintenance Worker (1).

MINIMUM QUALIFICATIONS

Bachelor's Degree in Recreation Administration, Business Administration, Sports Management or relevant area and considerable experience of a progressively responsible nature in organized local government recreational activities.

Experience sufficient to understand thoroughly the diverse objectives and functions of the department subunits in order to direct and coordinate work normally requiring three to five years of related experience

Considerable experience in a supervisory capacity

Possession of or the ability to obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated
